UK anti-spam law goes live.

New UK anti-spam laws coming into effect tomorrow will have limited effect in turning the tide in the fight against junk mail, according to lawyers and security experts. Revised UK regulations will mean online marketers can send e-mail pitches and SMS messages only to consumers who have agreed beforehand to recieve them, except where users are existing customers of a particular company. So, for consumers at least, the UK government is applying the 'opt-in' approach to regulating spam.

Broadband newbies pick price over speed.

A growing number of broadband subscribers are choosing price, not speed, when it comes to picking a provider. That's good news for digital subscriber line (DSL) providers, namely the Baby Bell phone companies that have introduced access services that are cheaper, but slower, than cable providers. Most of the Bells' gains have come from customers subscribing to broadband for the first time, according to a Forrester Research study released publicly on Tuesday.

Rare challenge to FTC over pop-up ads.

Those flashy pop-up ads that annoy millions of Internet users each day are getting a legal test, thanks to a pair of 20-year-old college students who are challenging the government's effort to regulate the advertisements. The Federal Trade Commission accuses the students' small California company of committing "high-tech extortion" by using a feature inside popular Windows software to generate pop-up ads as frequently as every 10 minutes. Ironically -- and a key factor in the government's case -- the students' pop-ups tout software designed to block such ads. The company, D-Squared Solutions LLC of San Diego, has countered that the government's allegations go too far and that its ads are "no more harmful than roadway speedbumps or television commercials."

Microsoft FAT patents 'could be re-opened'.

If Microsoft decides to mine its patent portfolio for cash, it's likely to face a few unexpected consequences. A new patent body that's vowing to defend the free software community against Microsoft's new patents-for-cash revenue strategy says it will ask the US Patent Office to go back to square one, and systematically examine the validity of the patents in question. This is an unusual tactic that promises to bring the overworked USPTO's approval of questionable patents right into the spotlight.

Ashcroft has to protect us from smut.

Suppose a sleazy porn pusher broke into your house and showed dirty XXX-rated pictures to your children. You'd break a finger dialing the cops - and they might not do a thing about it. "Virtual" porn break-ins happen every day wherever a computer shakes hands with the Internet. Instead of lock picks, broken glass and pry-bars, the porn pushers use spam, pop-up ads, viruses, cookies and Trojan horses that hijack your PC and cram it with raw, graphic pornography. That's a federal crime. But the U.S. Department of Justice is doing next to nothing.

How High-Speed Internet Providers Stack Up.

Although dial-up is still the dominant method by which most U.S. residents access the Internet, DSL and cable are making inroads toward winning the hearts and dollars of broadband-hungry consumers. Some facts are clear, however, such as who the real contenders are and why they tower over other competitors. In the Internet access stack-up, which firms top the list?

The people who design rogue programs that take over computers from afar are now applying the tactic that made music pirating programs so effective - and the Internet may never be the same. The rogue programs, known generically as "Trojan horses," have enabled pornographers and others to mask their identities by using unwitting people's computers as relay stations. It had been assumed that diligent investigators could ultimately shut down a system by identifying the server computer used as the initial launching pad. But now a researcher has determined that a new kind of Trojan horse could make the systems virtually unstoppable.

Nations Chafe at U.S. Influence Over the Internet.

Paul Twomey, the president of the Internet's semi-official governing body, Icann, learned Friday night what it feels like to be an outsider. Mr. Twomey, who had flown 20 hours from Vietnam to Geneva to observe a preparatory meeting for this week's United Nations' conference on Internet issues, ended up being escorted from the meeting room by guards. The officials running the meeting had suddenly decided to exclude outside observers. Mr. Twomey's ejection may underscore the resentment of many members of the international community over the way the Internet is run and over United States ownership of many important Internet resources. Although Mr. Twomey is Australian, Icann - the Internet Corporation for Assigned Names and Numbers - is a powerful nonprofit group established by the United States government in 1998 to oversee various technical coordination issues for the global network.

At least three variants of the Mimail virus, the latest of which began circulating last week, are programmed to flood the Web sites of anti-spam organizations with junk traffic in hopes of making them inaccessible to legitimate visitors. The latest variant also tricks recipients into flooding the organizations with additional e-mail traffic by pretending to be an order for child pornography and requiring a reply for cancellation. Groups targeted by the so-called distributed denial-of-service attacks are the Spamhaus Project, SpamCop, and Spam Prevention Early Warning System.

Yahoo announces plan to identify source of spam.

Yahoo has pre-announced that it intends to do something serious about spam next year. Its new initiative, named "Domain Keys" will involve automatic cryptographic signatures on mail. The signature will identify which Internet domain the mail is from. This line of attack on spam seems rather more promising than the law-based line, which doesn't seem to be going the right way, even assuming you could identify who the lawbreakers were. And though many of us may feel like kneecapping the spammers, that approach suffers from the same problem, plus the problem of legality.

Obscenity laws must be upheld, speaker tells citizens.

The State of Kansas has obscenity laws on its books and there are legal actions that concerned citizens can take to regulate, control or even close down sexually-oriented businesses, or SOBs, Randy Sharp told area residents Thursday night in a meeting at Sterl Hall that was sponsored by the Citizens for Strengthening Community Virtues committee. "And when I say SOB I'm talking about that store by the highway over there," Sharp said. "Not the guy who owns the place." Sharp is a national speaker with the American Family Association and tours the United States to inform communities of what actions they can take to stand up against the pornography industry. He said the Abilene group is the most energized, highly organized and dedicated group of individuals he has seen in his four years of working with the AFA.

Virginia is having some problems coping with this year's Supreme Court decision that declared that sodomy is legal, and laws that suggest otherwise are unconstitutional. Today a legislative subcommittee issued their proposed amendments to the Virginia code of law in light of that ruling. Europe 'broadband revolution' leads the world.

The future iss burning bright for the ICT manufacturing and services across the European Union as the continent enjoys a "broadband revolution" and takes up global leadership in the mobile sector. At the event, Erkki Liikanen, member of the European Commission responsible for enterprise and the information society, said: "Growth in the broadband market certainly entitles us to talk about a broadband revolution. I expect growth to continue along the S curve, and I look at broadband as a key enabling technology for the delivery of those services that will help increasing the performance of companies and public administrations."
